City Hall is the headquarters of the Mayor of London and of the London Assembly and the GLA (Greater London Authority). It began to operate in 2002. It comprises a meeting chamber, committee rooms, offices and certain public facilities. Fine views of London are afforded from its top floor terraces.It was designed by Foster and Partners, whose brief was to create a building for the GLA that would become a new landmark for the capital. Its shape is derived from a geometrically modified sphere. This hybrid form was designed to minimise the surface area exposed to direct sunlight. The energy strategy for City Hall enables it to run on a quarter of the energy consumed by a typical high specification office building.
